tāńhāra hṛdaye bhakta-bhāva anuyāyī
sańkarṣaṇa-avatāra — an incarnation of Lord Sańkarṣaṇa; kāraṇa-abdhi-śāyī — Lord Viṣṇu lying on the Causal Ocean; tāńhāra — His; hṛdaye — in the heart; bhakta-bhāva — the emotion of being a devotee; anuyāyī — accordingly.
The Viṣṇu who lies on the Causal Ocean is an incarnation of Lord Sańkarṣaṇa, and, accordingly, the emotion of being a devotee is always present in His heart.
